Its not the turbo that is the problem its the mapping of the engine. If you datalog your car whilst driving you will see that the turbo is making positive pressure from about 1500 Rpm upwards the only time I see no boost on mine is when I am on the motorway cruising with light throttle but as soon as I put my foot down the boost it there.
